The human resources are the most important resources in the modern enterprise. The talented person is indispensable for the enterprise manages and develops. In today's rapid economic development,the human resources also are the commodity.The normal human resource flow is beneficial to optimization of the structure of talent in enterprise and suatainable development of companies.If talented person's flowing is too frequent, it will affect the stability and sustainability of the development of the company.Especially when the enterprise has certain responsibility,the grasping enterprise's core technologies and the core secret management backbone,the marketing backbone or the techniacal backbone leave job frequently, The company's survival and development will face a huge crisis. What companies should take measures to attract talent, motivate and retain qualified personnel, to win people's satisfaction and loyalty, thereby promoting the further development of the company's future has become of these enterprises now need to be resolved a thorny issue. So study the brain drain problem for a long-term strategic development of modern company has an extremely important significance.Utilized the correlation theories of the human resources management,this article has carried out a comprehensive and systematic analysis to the reasons on the brain drain of Taiwan-funded enterprises,and discussed the practicable approaches and method for solving the problem on enterprise staff outflow. We propose a countermeasure of the prevention and control of the brain drain whose main elements are:Improve the rational selection mechanism, Optimization of incentive compensation performance appraisal system, Improve organizational career planning and management, Enhance the corporate culture, The establishment of retention of the specific strategies and feedback mechanisms, The establishment of specific strategies to retain talent and feedback mechanisms.At the same time,the author holds that the main reason of brain drain is due to the reduction of the staff satisfaction degree.Through the investigation of staff satisfaction degree, strengthening the staff satisfaction degree management thus may reduce the talented person's outflow.The research on the brain drain reasons and countermeasures of Taiwan-funded enterprises may provide a beneficial reference and model for the consummation of the human resources management in the foreign capital manufacturing enterprises.
