The human resources are the most important resources in the modern enterprise. The talented person as the scientific management idea, advanced marketing pattern and technical carrier, is indispensable for the enterprise manages and develops. Under the market economy, the human resources also are the commodity. Normal human resource flow is beneficial to optimization of the structure of talent in enterprise and transforming the idea of enterprise management. If talented person's flowing is too frequent, enterprise's management stability and the continuity could be affected. Especially when the enterprise has certain responsibility, the grasping enterprise's core technologies and the core secret management backbone, the marketing backbone or the technical backbone leave job frequently, enterprise's survival and the development meets with on the point of death machine even collapses. If enterprise has not enough reserve of capable people, they cannot guarantee the continuity of human resources and say nothing of the enhancement of the core competitive power. The study of talented person's outflow is the extremely vital significance for the long-term strategy development of an enterprise.Utilized the correlation theories of the human resources management, this article has carried out a comprehensive and systematic analysis to the reasons on the brain drain of A Japan Company, and discussed the practicable approaches and method for solving the problem on enterprise staff outflow. We propose a countermeasure of the prevention and control of the brain drain whose main elements are: establishment of human resources management strategy, establishment of human resources management frame and Promotion of staff satisfaction degree.At the same time, the author holds that the main reason of brain drain is due to the reduction of the staff satisfaction degree. Through the investigation of staff satisfaction degree, strengthening the staff satisfaction degree management thus may reduce the talented person's outflow.The research on the brain drain reasons and countermeasures of A Japan Company may provide a beneficial reference and model for the consummation of the human resources management in the foreign capital manufacturing enterprises.
