The 21st century is the era of knowledge economy, and it is more of the time of the talent. An unprecedented scramble war for talent in the world has started. As a developing country, China is at a very disadvantageous situation. Severe brain drain status for China today is a new task of the management of state-owned enterprises and human resources practitioners.From the basic concept of talent and brain drain, this paper sorts out the basic theory to explore the main impact factors of brain drain. The paper studies the target company H which is a state-owned large and medium-sized fertilizer enterprise. Due to various reasons, serious brain drain in recent years has significantly hindered the development of the company. Against the current situation of brain drain of H Company, the paper uses the employee turnover theory and human resources management theory as a guide, and it is based on the extended prototype of Mobley service structure model to find the company's main causes for the brain drain from the macro factors, corporate factors and personal factors through substantial theoretical and empirical analysis.Aiming at the causes of brain drain of H Company, the paper presents a series of countermeasures mainly from the human resources management perspective, for example, building the enterprise culture, changing the management mechanism, strengthening the pay management, perfecting the performance appraisal system, sounding the mechanism for selection, designing the career of staffs, establishing the personnel recruitment and the personnel management of resignation, and so on.Based on exploring the reasons and countermeasures for the brain drain of H Company, the attempt to use the theory of the Gini-coefficient and the competition index in the market is made to analysis comparatively. In order to find out the talent flow characteristics of the fertilizer industry and enterprises in hardship remote areas, the author has carried out a number of independent thinking, with a view to identify common patterns.
