At present, with the shrinking domestic hydropower market, hydropower construction enterprises are facing the development of domestic non-hydropower market and international markets, accurately positioning market. Firstly using SWOT analysis, this essay analyze the environment that A hydropower engineering bureau conducts market development strategy, bring forth the idea:the enterprises should have taken WO and SO strategy. Then using five forces model analyze domestic non-hydropower infrastructure market. Finally author focuses on analysis of hydroelectric power and roads markets in Africa and Asia. Through strategic analysis and concluded:for national non-hydroelectric power market development, AHEB should mainly attack railway, urban rail transit, expand highways, nuclear power, airport and urban water business, and Consider into the thermal power, ports and waterways fields; for international market development, AHEB should devote to developing hydroelectric power business, supplemented by highways, and based on the Asian market, focus on the development of Africa market.
