The clean energy, small hydropower, is an indispensable part of strategy of sustainable development in China, due to its tremendous reserves and innocuousness to environment. In recent years, the small hydropower develops fast in China, researchers pay much attention to its benefit analysis. The small hydropower benefit includes macroscopic benefit, microcosmic benefit and technical benefit. The macroscopic benefit analysis focus on the rural electrification rise, the economic development and the environmental protection advantage brought by the small hydropower. The microscopic benefit analysis pay much attention to the relation of the sales income, the generation cost, the operation cost and the tax payment. The main content of the small hydropower technical analysis includes the technical effect brought by its generation and operation. In this paper, instead of stickling on the microcosmic benefit detail, the small hydropower operation mode is improved, in order to balance the network power flow and rise the hydroenergy utilization and the power quality, the small hydropower and the electric pumping station associated operation mode, the small hydropower and the pumped-storage hydroplant associated operation mode are built. The microcosmic benefit of the two new modes are analyzed in detail. Meanwhile, both the active and negative technical benefit of the small hydropower is analyzed, especially the reactive power and voltage fluctuation lead by the small hydropower synchronization. The corresponding reactive power regulation method is proposed, so as to enhance the technical benefit of the small hydropower. In the meantime, the small hydropower development experience in Zhejiang province is analyzed, the relative restriction factors are summarized, and the corresponding suggestions for maximizing the comprehensive benifit of small hydropower in Zhejiang province are proposed.
