| Currently, national constructions of thermal power plants are well underway. A large number of projects have started, forming a unique electric power construction market and engineering characteristics. However, problems such as cost out of control and schedule delays due to mis-allocation of various resources happen frequently during practice, which have significantly affected the achievements of the project construction goals. Based on the actual construction problems identified in practice, this thesis presents a summary on the resource characteristics in the thermal power project construction and the influences of external environment on the resource allocation. Meanwhile, various causes of resource allocation problems during engineering practice are also analyzed, and the principles for resource allocation management are proposed. This thesis describes the correlations between the six elements: manpower, equipments and materials, drawings, capital, mechanic industrial equipments and roadmaps. Then the flow chart for the resource allocation process is obtained. This thesis also proposes a method for the balance and the individual optimization requirement, the total demand setting, the total supply setting and the multi-resource allocation during the planning stage of the resource allocation. |
