With the development of power unit capacity increases, power net demands higher reliability of the equipment. Objectively, this requires improving the quality of construction thermal power. Although the mode of the modern project management has played a great role in promoting China’s thermal power engineering development, there are still some problems exposed in the application gradually. China Huadian Corporation proposes a new thermal power engineering project management mode, namely commissioned project management mode, which is combined with the thermal power project, on the basis of fully absorbed of the existing project management model. This mode can improve the quality of construction, and strengthen control ability of project owners.The article researches the theoretical basis, definition, features and advantages of the commissioned project management mode. Taking Qudong power plant of Henan Huadian Power Company Limited and Gongxian power plant of Sichuan Huadian as an example, we study the two different projects management modes, and compare different achieved effects. Through comparisons, we prove that the commissioned project management mode is suitable for China’s current thermal power construction, and has certain application value.In order to better promote the application client project management mode, the article finally suggests the government should actively cultivate some project manage companies, provide innovation environment of project management mode, improve the pricing mechanism of project management, and strengthen the project management personnel training and certificating, and specify the contract texts of the commissioned project management.
