As the foundation of national development,energy is becoming more and more important.The scale and quantity of modern electric power engineering construction projects are getting larger and larger,the technical requirements for project implementation are getting higher and higher,and the construction time is getting shorter and shorter.Every energy enterprise is faced with the situation of carrying out multiple projects at the same time,and multi-project management has become an inevitable trend of comprehensive management development of power construction enterprises.As an electric power enterprise in the city of H for power energy transmission,storage,distribution and daily maintenance,the power construction projects put forward higher requirements for the accurate and effective utilization of the company's human resources,property and other resources.At the same time,the division of labor of power construction projects is becoming more and more fine,the content of science and technology is getting higher and higher,and more and more professionals control and manage every link.It can be seen that whether human resources management and allocation are scientific and reasonable,how to allocate and allocate human resources effectively and how to solve the contradiction of human resources sharing has become an important issue in front of us,and also an important issue to promote the development of enterprises under the circumstances of many construction projects and limited human resources.In this paper,the author uses a combination of methods to study,in order to adapt to the multi-project environment of H company human resources allocation model,the following aspects have done in-depth and detailed research.1.This paper analyses the research background of human resource management in the multi-project environment of H company.Based on the analysis of literature and research results at home and abroad,a human resource allocation model under multi-project environment is proposed: project management personnel are unified allocation and management based on project classification and personnel classification,under unified organization and coordination,with the division of roles,project composition management and personnel scheduling according to project cycle as groups.The organization of operation mode and the establishment of a reasonable multi-level talent echelon lay the foundation for ensuring the efficient development of power engineering projects.2.Based on the author's many years' practical experience in multi-project management of electric power construction,the author uses interview and questionnaire to analyze the dimensions and elements of priority of electric power construction projects and determine the weight of each element,so as to establish a multi-project management system of electric power construction enterprises,i.e.project priority evaluation system.Secondly,according to the classification of the ability of the demanded personnel in the power engineering project,the internal personnel of the company are classified and managed.The project priority evaluation and personnel classification are taken as the basis of multi-project human resource allocation model.3.This paper analyses the problems existing in the current multi-project management process of H company,puts forward the optimization scheme of H company's staffing,and expounds the operation mode and organizational guarantee mechanism under the new mode.Under the unified organization and coordination of project managers,the specific methods of personnel role division,project composition management and division of labor are determined,and several schemes of personnel training,professional evaluation and performance appraisal are determined in the guarantee of human resources allocation,which not only solves the problem of human resources utilization,but also ensures human resources.Reliable supply.The study of human resource allocation in multi-project environment of power enterprises is a complex task.The research contents and conclusions of this paper have certain theoretical and practical significance,and have certain reference value for the human resources allocation of similar enterprises under multi-project environment.
