A lot of the real economy have been attacked severely,such as the U.S. Big Three auto finance groups meat with financial difficult, and even arrived to the edge of bankruptcy. At the same time, the world's largest automobile group,Toyota Motor Corporation, has been lost in 2008, and the situation has not been improved in 2009. by contrast,the world's major car manufacturers operating in China are profitable, and their sales and profits are rising. However, in a rapid increase in the domestic car market, we can see few our own car brands,or they compete in the low-end market. It shows that China's auto enterprises capability of independent innovation is seriously weak.On the basis of extensive investigation and analysis, the paper proposes to find the method of China's auto enterprises independent innovation.In this paper, the writer studies the meaning and approaches of independent innovation in detail, and it thinks that we need to understand independent innovation from the perspectives of the national strategy and national economic security. Our county need to have a series of form of independent innovation capability,from the introduction of production mature product, and then to the digestion, absorption, in order to master the core technologies mature product, and then through the accumulation of knowledge and basic research in the original technology to achieving new breakthroughs, and forming their own core technology capabilities, establishing a unique product platforms. In this process, the post-prone countries generally have experienced imitation stage, creative imitation stage and the three stage of independent innovation. Technological innovation in China's auto enterprises have also experienced such a process. In the new century, our car industry has to speed up the innovation, and we can take full advantage of our market with potentiality and multi-level demand to carry out the post-self-innovative, which is related to our national economic and political security. When we come across the rise of trade protection or war, self-innovation has become an important guarantee for us to win. Therefore, in the situation of the financial crisis, and every county paying attention to R & D of new energy, the writer made the following six policy proposals, using a great variety of methods and theories analysis, such as international comparison, the integrated use of institutional economics, international economics, industrial economics and other theories. First, we need to innovative mechanisms including production, learning and research,and establish the new system of major technological innovations of national auto industry, around which the government directly organizes grand coalition-"government, industry, learning and research". Because this will mobilize the country's scientific and technological strength and effective resources, through the effective self-management. At the same time, we will seize the high ground, and guide the new round of world automobile industry development initiative. Second, we need to build a corporate culture of innovation. We need to enhance the independent innovation into the strategic level of scientific outlook on development . We fully need to understand independent innovation is the fundamental way to enhance international competitiveness, more actively integrete into the world market, more effectively participate in global competition; at the same time we need to reject the concept of feudal tradition, form a new independent innovation culture,absorb the reasonable elements of automobile culture abroadly.Inspecting talented people, inspecting innovation, people-oriented. Third, establish a modern enterprise system. Mainly state-owned enterprises in the automotive industry for a long time limited by institutional constraints and other factors, severely hampering the ability of independent innovation of China's auto enterprises increase. The Fourth is to improve the fiscal and taxation policies for independent innovation. To complete the independent innovation Auto companies requires a lot of capital backing, so our Government has to formulate a sound corresponding reasonable new fiscal and taxation policies. Our government should actively formulate appropriate laws and regulations, expanding the scope of financial subsidies, preferential tax policies as a positive guide optimization of automobile manufacturing enterprises to increase their own innovation and investment, such as allowing the introduction of equipment, accelerated depreciation, R & D expenditures plus deductions. The fifth is speeding up the build a venture capital market. The automotive industry is capital-and technology-intensive industries, the development of venture investment market can meet its finance requirment, thereby enhancing the independent innovation capability of automotive industry. China's development of venture capital industry, compared with developed countries, is still at the initial stage, at the same time, it has particular Chinese characteristics, and we should learn from the international advanced experience and practical application of our country, change our venture capital market into real venture capital market . The sixth is to seize the opportunity, fast absob foreign-core technology. In the case of the international financial crisis, we should absorb foreign excellent production into our aotomobile industry ,and improving our ability of independent innovation of our automobile industry.
