Job competence is defined as integration of knowledge, skill, capability, idiosyncratic which can spur the staff to be capable of his job and get good performance in specific organization. The assessment of job competence is new analysis method for human resource, to hunting for the intergration of competency for specific post, i.e. all the action, skill, knowledge related to the success of specifis job. Due to the precision prediction for job performance, so the job competence assessment method is widely applied for sourcing, assessment, trainning, development, performance management and handover plan in every walk of life.As the competition in the passenger transportation market heats up, the improvement of core conpetence of railway passenger transportation enterprise become more and more important. The core conpetence of railway passenger transportation enterprise depends on the post competence of compere of each post. So, it's a very important step for the railway passenger transportation enterprise to evaluate the post competence of key posts effectively, to improve the management level, the efficiency of the enterprise, and the staff diathesis, and finally to earn more shares of market.Based on the post competency theory and post competency assessment system, the key positions for Railway Transportation Enterprise is selected and the responsibility of key positions is systematically analyzed in this article, furthermore, the assessment method is put forwad for these key positions, and relevant assessment system is built up. A capability evaluation software for railway passenger transportation staff is developed as utilized of the assessment system combined with compute technology under the reality of Chinese Railway Enterprise. so it's more scientific, fair and applicable for managers to source, supervise and manage the staff, and it can also be a good example for improving the huaman resource management of Railway Transportation Enterprise.
