Along with intensifying market competition and the science and technology rapidly progressing, people become the key factor for enterprise's survival and development. Enterprise talent assessment is also become more and more important which is one of specialized technology of the enterprise human resources management. Talent assessment which based on Education Meterage, Psychology, Management, Behavioral Science and Computer technology is a comprehensive selecting talent method system. Talent assessment which uses scientific methods and advanced technology to make scientific evaluation for the tested aims to improve the efficiency and the quality of human resources management and achieve the optimal configuration of men and things. Talent assessment provides scientific guarantee for enterprise'human resources supervisory work such as s recruitment, selection, etc.Now, the stress of enterprise talent assessment has become from meeting the need of vacancies to selecting the high-quality people which can help the enterprises to achieve their strategic objectives. Competency model is the new basis of modern human resources management. With the deepening research on the competency model, it will bring more profit and enhance the core competitiveness of the enterprise which based on the competency model. Through current situation of enterprise talent assessment based on competency model, we can find that the assessment only stayed in expert evaluation and some evaluation system used the simple linear weighting methods. Therefore, this article use the rough sets and grey relational method for enterprise talent assessment system is designed and developed which takes the competency model as the foundation.In this view, according to the enterprise's actual situation, the paper which has referenced the domestic and international advanced theory and method reasonably divided the jobs and established the general competency model. And then the paper established the evaluation standards and evaluation index according to the model. The paper used rough sets and the gray system theories establish evaluation model. In practical applications, the paper which accords to the target of enterprise culture and the strategic environmental corrects the competency model and the system parameters to ensure the assessment result of accuracy and validity which also improves the evaluation of the reliability and validity. Also the system make detailed description in stuffs synthetic competency evaluation and relevant job compatibility. In the system empirical analysis, the paper put the designed system applied in the selection of one group, which hope further inspect the system in practical.
