The employees' competency assessment is a kind of personnel managementactivity which involved a scientific method to measure the knowledge, ability,worktendency,skills,characteristic and developing potential of employees. It is a greatway to help the enterprises to know their employees as well as theself-understanding of employees' own. It can help the employees to make it clearwhat their advantages and disadvantages are to check it out whether the competencyof the employees can go with the responsibility of a specific position and theexpectation in the future of theirs so that the employees can strengthen their strongpoints and avoid the weak points in practice to realize themselves better.The employees' competency assessment appeared long time ago in the westerncountries and developed rapidly which has already become a sort of industrializationwhile in China this kind of research is totally left behind. A lot of enterprises got theproblems that they still haven't realize the significance of this assessment system orjust take a not very advanced way which definitely leads to an ordinary result. Somaking this assessment system more scientific and standard and show more energyto study this has already become the first task and big issue for the manpowerresources department of our country and the experts, scholars who are just focus onit.This article presented the investigation and analysis about the employees'competency assessment system both in our country and outside and created acompetency assessment model based on the theories of characteristic measurementfor individuals. A benchmark system for the employees' competency assessment ofan enterprise is showed with the model and real situations of ShanTou goworldDisplay CO..LTD. Then a whole competency assessment for all the staffs ofShanTou Goworld Display CO..LTD has been executed to form a benchmark systemfor the company with many evaluating ways both on qualitative analysis andquantificational study. This benchmark system are the combination of the traditionalperformance evaluation and competency assessment which takes the performancesof the employees as a evaluating point to make sure both the potential andperformances of the employees are emphasized. A creative idea that considers thework attitude as a evaluating point is also presented to supply a important criterionfor the integrated competency assessment of employees comprehensively. The finalchapter of this paper comes up with several measurements to improve theemployees' competency assessment system of our country aimed at the problemsexist while using the assessment system in Chinese companies.
