With the development of information age and also with the widespread use of information technology, every enterprise increasingly needs a guidance, which can't be able to copied, to direct their usage of information technology. Therefore, they can reduce the waste of money and avoid the black hole of investment. Enterprise information culture is born then. In The Great Transition: Using the Seven Disciplines of Enterprise Engineering to Align People, Technology, and Strategy (1995), James Martin has given a clear definition for Enterprise Engineering, and it gets more and more attention both on theory and business home and abroad. At the same time, enterprise culture is also concerned as the core competition among enterprises nowadays. And at the information age, Enterprise culture has its new family member who is enterprise information culture, which guides enterprise to choose and use information technology.This paper begins with the concept of Enterprise Engineering (EE). After description of its background, meaning and characters, theoretical system of EE is described. Then the framework of EE is brought in with the description of its background. There are five tasks in the framework, which are Total Quality Management, Procedure Redesign, Value-Streaming Reinvention, Enterprise Redesign and Strategic Visioning. Two basic processes are also analyzed here in the framework, which are Organization & Culture Development and Information Technology Development. In addition, the concept of enterprise information culture for EE has been clear, as well as its background, meaning and the relationships with EE and enterprise culture which includes the relationship between enterprise information culture and enterprise culture, the relationship between enterprise culture and EE, and the relationship among the three. Later, what kind of influence brought to EE by enterprise information culture has been clarified. After that, three elements of enterprise information culture are listed and described. There are three kinds of solutions put forward, also with their ladder model and a indicator system. Later, not only the method of ascertaining the weight of indicators of enterprise information culture is introduced here which is called G1, but also the method of evaluation is brought in which is called Fuzzy Comprehensive Evaluation Method. After the introduction of the both, some company is as a case in the paper. Doing a introduce for it, the indicators are used here to evaluate the status quo of the enterprise information culture of the company, and then combining with the result of fuzzy evaluation, a solution for constructing enterprise information company has been put up for the company.In this paper, the main results are as follows:(1) Enterprise information culture is put forward base on enterprise engineering. And the relationships between EE and enterprise information culture has been clarified here.(2) Evaluation indicator system of enterprise information culture is set up, with four first level indicators and some second level indicators, that is enterprise information awareness, the quality of enterprise information, the degree of enterprise information, and enterprise information organization, as well as their second level indicators.(3) The ladder model of enterprise information is brought forward here which is based on the three solutions of enterprise information culture that are on the purpose of constructing learning organization, fully achieving knowledge sharing and finally completing the continuing innovation.(4) Some company introduced is evaluated by Fuzzy Comprehensive Evaluation Method, and according to the ladder model, a solution of enterprise information culture is built for the company, which includes how to build a learning-based organization, and then how to change to a sharing-based organization, and finally how to become a continuing innovation organization.EE has emerged, but the backward enterprise information culture has blocked its development. According to different demanding of enterprises, make good use of the three stages of solutions of enterprise information culture can make EE of "New Business" successfully implemented and effectively run.
