Ever since nineteen-ninties, the competition among enterprises changes from rigid technical equipment competition and capital strength competition to the more high-level management competition, core value and the core idea of competition gradually. The flexible management, which with the enterprise culture management as the carrier, gradually attracted attention of many scholars.This paper aims to explore a set of scientific and effective enterprise culture evaluation system, and proposing the enterprise culture promotion path and strategy based on it. The specific work is as follows:We make clear the connotation, structure and function of enterprise culture power on the theory of enterprise culture and enterprise culture power theory. Combining stakeholder theory, we analysis the relations between stakeholders and corporate culture, making sense of the theoretical study so that selected the preliminary corporate culture evaluation indices.After descriptive statistical analysis and the project overall correlation analysis of the primary evaluation, this paper screen a new set of indices. Finally we constructed the evaluation index system based on stakeholder corporate culture, through exploratory factor analysis to screening index for dimensionality reduction classification. The index system including material culture, behavior culture, system culture and spiritual culture, there are twenty-one indices in all.Then we calculate the weights of the index system by AHP analytic hierarchy method, and evaluate the enterprise culture power of Hunan telecom industry by fuzzy comprehensive evaluation method, with tthree companies like Hunan Unicom as samples.Finally, putting forward the four approches to enhance corporate culture by strengthening staff training,taking the lead in building enterprise typical achievement and optimization of cultural transmission network standing in the perspective of stakeholders.
