The three telecommunication operators in Yanbian area, through several years of development, have made great progress. Management system for telecom operators, through continuous reform, has basically formed a more stable pattern of competition. At present, the competition among the telecom enterprises changed from depending on the extension development and the material elements to depending on the connotative development and the improvement of human resources quality. So, the management of human resources in the enterprise is becoming more important. But, at present, the management of human resources is in the secondary position in the telecom operators enterprise. With the telecom companies entering the mature stage, the impact of the management system is increasingly becoming a huge obstacle to the development of enterprises. So we must research the continuous improvement of human resources management strategy to help telecom enterprises obtain the competitive predominance. This article is basing on the purpose, through researching the status quo of human resources management of three telecom companies in Yanbian area, and analyzing its problems, then discussing human resources management strategies and measures for improvement. The article integrates the research method of empirical research and literature analysis.Through research, the article introduces the status of the telecom enterprises human resources management in Yanbian area. Then points out the main problems of three telecom enterprises in the human resources management: the imbalance of personnel structure, Low overall quality of staff, the problem of human resources integration after the combination, the building of human resources personnel and human resources department, the problem of human resource management activities, these problems are more outstanding with the development of enterprises, and becoming the limitation of enterprises development. At last, the article points out the improvement strategies of the telecom enterprises human resources management in Yanbian area: building stratagem– innovation– harmonious philosophy of human resources management, improving the self-building of HR, promoting human resources integration, defining work processes and job responsibilities through job analysis, continuing to enrich the professional marketing team, further improving the performance management, promoting human resources development and management through training and career management, continuing to strengthen human resources management system.
