In this paper the author does some research on the construction of the incentive mechanism in civil servants by analyzing the problems of the incentive mechanism in D District Administration for Industry and Commerce. After the research the author concludes that the following eight measures should be taken to improve the incentive mechanism after making use of the incentive methods home and abroad.The first measure is to perfect the salary-incentive mechanism,that is, a part of special purpose fund should be set up and the civil servants with special contribution or the excellent ones should be given bonuses or significant prize. The second one is to establish a scientific incentive mechanism on performance assessment, Standardized management with sort management mode also should be established and a perfect assessment standard is needed to improve the performance assessment. More ranks ought to be added to the original performance assessment and putting the assessment results in order can promote positive competition in the civil servants. The third one is to pay attention to the effect of promotion-incentive mechanism. Strict rules should be made to achieve a fair promotion mechanism, which can meet th demand of the civil servants or respect and self-achievement. The fourth one is to adopt a flexible moral incentive mode, that is, trust in the subordinate and give them proper right to participate in the management. It is very important to strengthen the incentive effect on the civil servants to arouse their good motive power. The investment of emotion and practical rights and interests should also be taken seriously. The good effect of emotion-incentive mechanism comes from the harmonious atmosphere. Setting up administrative ethics can strengthen the moral incentive mechanism. The fifth one is to put emphasis on the environmental incentive mechanism and the construction of a fine environment. cultivating the modern culture of Administration for Industry and Commerce, adopting theories of interpersonal relations, prompting the importance of harmony, exerting the exciting influence of teamwork ship. The advantages of the incentive effect from work itself should be taken to enhance the challenge. The next one is to enhance the training incentive function and regard the training as the best welfare for the staff. The seventh one is to implement the holiday system. We should realize that different people have different demands for the holiday so that we can adjust their psychology. The last measure is to apply properly the negative incentive mechanism and form an effective incentive restraint mechanism.
