With the telecommunications industry restructuring and3G licenses issued, it is believed to have been formed that there are three telecommunication carriers:China Mobile, China Telecom and China Unicom. For each carrier, the specialized telecom network service enterprise to provide the high performance-to-price is extremely needed for them who can concentrate the energy to enhance the core competitive power, namely service outsourcing. It is a business mode of contracting outcome service flow to a third Party company, to debase cost and improve efficiency, so that the company can bring into Play itself core competition advantage fully. At the moment, the service outsourcing is a very important means for a plant to decrease costs, cut down risks, gain competition advantage and to convert management model. Especially, in communications field it becomes a very important part among the production and operation of the telecommunication corporation.In the resources of each project about service outsourcing, human resources are the most difficult to control, but they are the most flexible and play a leading role. The human resource management is the core of the project management.Based on the research background, we introduce the purpose, research significance and organization structure of this paper firstly. Secondly, we survey the relative concept of service outsourcing, human resource management, human resource management of project, and review the relative works for them. The recent novel and representative idea is summarized. Based on them, the challenging problems are considerably addressed. Thirdly, after summarizing the present situation of service outsourcing of maintenance based on analysis of the situation of the business research of domestic communications industry, the three domestic telecommunication carriers, service outsourcing of the foreign telecom network and the mode of maintenance of communications industry, we deeply analyze the existent problem, and point out that the important problem is the problem about human in maintenance of outsourcing project. Finally, aim at the existent problems; the following improvements were point out:the optimization of the human structure, the construction long-term training rule, the implement of full certification maintenance outsourcing and the improving the incentive mechanism. The example of service outsourcing of maintenance of China Unicom in Shenzhen is showed.In the outsourcing of implementation process, this paper have the important reference value to the telecom enterprises, and have academic and practical value for advancing the theory and practicability of human management of project about service outsourcing of maintenance for telecommunication carrier.
