Civil servants of the state tax system are the specific implementation of the state's tax policies, laws and regulations, and are an important force of implementing comprehensively the scientific development concept, building a harmonious society . Building a high-quality and professional civil tax servants team is of great significance for maintenance of social fairness and justice and promoting social harmony. And a scientific and formal training framework is the most efficient approach to building the team.By taking the case of Dezhou state tax system civil servants training , with the research methods of combining theory and practice, based on the Civil servants training and other related concepts and theories, and learned from the experiences at home and abroad, the paper analyzed the training status quo of Dezhou state tax system civil servants and the current outstanding problems , as well as the causes of these problems .The paper then tabled many responses and suggestions to the innovation and the strengthening of the state tax system civil servants training. At present the main problems are:Firstly, the concept of training and education is lagged behind. One of the main reasons is the training concept is not clear enough. Organize training has not yet reach a consensus, Leaders and senior civil servants in general there is no psychological contract between leaders and followers, training culture is far from mature.Secondly, training mechanism needs to be improved. The main reason is the training and use of employees are not well linked to each. Besides, there are no cadre rotation coordination and control mechanisms in place.Thirdly,the pertinence and effectiveness of training needs to be strengthened and the quality assessment system for training needs to be improved. One of the main reasons is the training needs are not clear. Training needs investigation is not deep enough, and failed to relate to the changes taken place due to the transformation of government functions.Thirdly ,an effective training assessing system needs to be established. Training outcome is so intangible that it is very difficult to evaluate. For some operational training program, it can be achieved by comparing statistic before and after the training. To fundamentally strengthen the training of the state tax system civil servants, several manageable solutions were presented in this paper. Firstly, multi-form and multi-channel training approaches can dramatically improve employees'operational skills. Exerting the advantages of centralized training can strengthen the develope compound talents.Secondly, set up new types of basic training mechanisms. It includes setting up self-fulfilling mechanism, improving the evaluation mechanism for the value of personal study, setting up the pressure-driven mechanism for personal study.Thirdly, strengthen co-ordination of educational resources. it is necessary to attach more importance on the development of long-term training plan, so that the utilization of resources can be comprehensively enhanced.Fourthly , strengthen the construction of part-time teachers team. Explore the establishment of appraisal system of teaching staff ,which is in line with the characteristics of the Civil servants Training in national tax systems, and select part-time teachers, set up the teacher base for the education and training of cadres;At last, encourage innovation in education and training of the tax system.
