With the development of modern logistics, the competition of point to point of the traditional port gradually changes into the competition of the logistics chain which contains the port core node. Collection and distribution System is an important gateway for the logistics chain.This thesis firstly focuses on the analysis of how to assess the collection and distribution system of ports, and analyses the substance of this system. Secondly, general situation and the characteristics of Qingdao port is introduced, The great importance is focused on the analysis of the traffic conditions and the economic structure of the economic regions of Qingdao port and their contribution to the port throughput,and then the mutual relations of roads, railways, pipelines and other sub-systems are analyzed and compared. Analyzing the relativity between the statistical data of Qingdao Port throughput and the national economy in Shandong Province, a quantitative prediction model (Multinomial-Minus Index Growth Model) which applies to the Medium and long-term forecast of port throughput and a qualitative prediction model (Strength of Transportation) are established, Qingdao port throughput and related traffic volume can be obtained through the combination of quantitative and qualitative methods. According to the forecast results of Qingdao port total throughput and the main cargo kinds throughput and flux and direction analysis, collection and distribution quantities of four sub-systems are forecasted suitably by combining with transportation development planning.The comprehensive evaluation of collection and distribution system consists of three steps; the first step is to ascertain the assessing factors by investigating the process and the characteristics of system evaluation. Then the appraisement index system is established by qualitative description and the quantitative description based on data which are collected through Delphi. Two ports, Tianjin and Dalian are chosen as comparative objects. Finally, the assessment results can be obtained mainly through Fuzzy comprehensive evaluation method together with AHP. Assessing procedure and its corresponding model can be established after applying methodologies of Delphi, AHP and Fuzzy into practical assessment.In this thesis, based on the results of prediction and evaluation, the reasonable proposals of the future planning and construction of the collection and distribution sub-system of Qingdao Port are put forward. The results of this study can not only provide a basis to build the collection and distribution system but also provide for the relevant decision-making departments.
