Along with the expansion of the international trade around the world, the service functions of ports become increasingly diverse, and the highly efficient stevedoring, the system of freight collection, distribution and transportation, and the diversified value-added logistics service are the prominent features of the development of the port logistics services. Meanwhile, the convenient freight collection, distribution and transportation will promote the improvement of the port throughput capacity directly and plays a vital role in speeding up the loading and unloading of the cargoes and the turnover of ships and trucks, ensuring the punctual delivery of the goods, and shortening the time of the commodity circulation. Therefore, the system of freight collection, distribution and transportation is the key element in ensuring the efficiency and profitability of port logistics services.Ningbo Port is a major base for the transferring and warehousing of iron ore, crude oil and liquid chemicals in Mainland China, and bulk and general cargoes such as coal and grain in Eastern China, as well as a key first-class container terminal. Now, with its group of deep-water berths, the largest and the best in China, and being a distribution center of giant ships, it has become a hub port in Chin. However, because of the backward port logistics collection and distribution system and the lack of a long-term integrated planning and co-ordination, there emerge more and more cutthroat competitions between different terminals and vehicle fleets, which, to some degree, disrupts the market order of the port transportation. At the same time, because of the Port's failure to establish strong business relationship with the authorities in charge of railways and roads as well as the shipping companies, the various chains in the port's collection and distribution system can not be effectively linked, which leads to the a great deal of blind competition and has a bad influence upon the operating environment of the port and the healthy development of its modern integrated logistics.This paper, on the basis of the study of port logistics system, depicts the vital role of the system of freight collection, distribution and transportation in ensuring the free flow of goods and improving the efficiency of the port logistics through a brief introduction to the researches already made on such an important chain of port logistics; at the same 山东大学硕士学位论文time, analyzes the framework and functions of the system of freight collection, distribution and transportation so as to locate the bottleneck problems troubling the port logistics; then, according to the principle of system optimal coordination, points out the steps to optimize the system of freight collection, distribution and transportation:on the basis of function design, forecast the harbor handling capacity and the capacity of the freight collection, distribution and transportation with combined forecasting model, and then optimize the network framework of freight collection, distribution and transportation and set up the optimal route choice model; and finally explores the way to establish the management information model for freight collection, distribution and transportation with the help of modern information technology and provides an integrated design for the business process of freight collection, distribution and transportation.The finding of the study offers a practical and feasible theoretical foundation as well as a case for reference in further improving the freight collection, distribution and transportation of China's port logistics and, therefore, is of great directive significance.
