The Yueyang port was the first class national port in Hunan province. It was the biggest port in Hunan, which acted as the bridge to connect the trade of domestic and international commercial. Yueyang port also promoted local economic and social development. The port economy was been recognized as growth pole in modern economic system. As an important growth pole of economy, port economy could drive the regional industrial structure adjustment. Its development depended on the natural conditions of port and the external factors, especially depended on their own collection and distribution system. The collection and distribution system for the ports was closely linked with port production and development, and was one of the important factors to promote the development of ports. The collection and distribution system was composed of five basic modes of transportation as railway, highway, water transport, aviation and pipeline. It connected the port and its hinterland, and was the main undertaker of the port cargo collection and distribution. In recent years, the throughput of the port in our country had been showing a rapid growth trend, along with the rapid growth of the port throughput, the collection and distribution system had become the bottleneck of the port development.Firstly, According to the analysis of the economic and transportation status quo of Yueyang port conditions and the hinterland of economic, this paper predicted the amount of collection and distribution of Yueyang port in the next year with combination forecasting method, which combined with its calendar year statistics of throughput and the amount of collection and distribution. And according to the current situation and the law of development of domestic and foreign ports collection and distribution system, this paper analyzed the main factors which affect the energy efficiency of collection and distribution system.Secondly, this article established the evaluating indicator system for the development of transportation through the theoretical analysis. It used the AHP and Delphi method to determine the weight of the evaluating indicator system. Then it evaluated the present situation of Yueyang port through the fuzzy comprehensive evaluation method and put forward the direction and measures of improvement. Finally, this article hypothesized the collecting and distributing system of Yueyang port had been improved. Then it evaluated this system again and pointed out that the improvement of the collection and distribution system could improve the transportation system in Yueyang port.
