Agricultural Extension Strategy Study On Wangtai Township, Nanping City

In the 21 century, the science and technology on promoting agricultural productivity have become the powerful motive power for the sustainable development of China's agriculture. The concept of"Science and technology are the first productivities"has become the common knowledge of the whole society. However, there is a problem which called"the last- mile"phenomenon in agricultural extension, which makes advanced agricultural scientific achievements cannot be passed to the farmers immediately and transformed into the real productivities.The objectives of the study are as follows: finding out the real problems existed in the process of agricultural extension and exploring the effective ways and methods to overcome these problems through conducting a strategy study in the grass-roots.The contents of the study include: (1) the present situation of agricultural extension in Wangtai Township; (2) the main factors effecting agricultural extension in Wangtai Township; (3) introducing different extension models on different main crops in Wangtai Township and analyzing their effectiveness; (4) initiating countermeasures to solve"the last-mile"problem.The methods were case study and literature review. The concerning data were collected by personal observation, farmer interviewing and questionnaire survey.The investigation results reveal that farmers have urgent needs for agricultural technologies. The Channels of agricultural extension in Wangtai Township include government, NGO, enterprise and so on. The main problems in agricultural extension include: unreasonable management, lack of funs, unreasonable human resources allocation, lack of qualified extension workers, lack of incentive mechanism, poor connection with farmers and lag of extension facilities and methods.The study initiated the following countermeasures and suggestions: (1) deepening the reform of agricultural extension system ; (2) establishing incentive mechanism; (3) strengthening training of extension workers; (5) reconstructing extension system to meet local farmers'needs; ( 6) Constructing multi-functional extension service hall; (7) Adopting farmer-centered extension strategy.(8)It is the urgent affair to establish the digital platform for agricultural technology.The conclusions of study are as follows: (1) to provide enough extension funds and increase farmers income to make them adopt more new technologies; (2) to establish regional extension institutes to meet local farmers needs; (3) to take comprehensive measures to form joint efforts; (4) to establish multifunctional extension hall to communicate with farmers more often and help solve the problem of"the last-mile". (5) It is one of the main ways to overcome"the last mile"problem to establish digital platform for agricultural technology.
