The information management system of agricultural products quality and safety refers to planning, organization, investigation, control, coordination, supervision, inspection, processing and feedback, integrated of multiple control link for the integration of the work of the network. Now there are many factors are bad for the construction of constructing and improving the agricultural product quality safety information management system, such as no pay attention to the agricultural cleaner production theory, the phenomenon of information asymmetry and information externality. And those factors from the perspective especially the deficiency of agricultural product quality safety information management system construction of county and township are also bad for the application effect test of agricultural product quality safety information management system construction.This paper takes Fuding township’s agricultural product safety information management system construction level as the study and evaluation’s object, using literature review, field investigation and evidence collection, questionnaire analysis and other methods. Firstly, through literature review method makes the requirement and basic content of Fuding township city agricultural product quality safety information management system.Unstanding the construction clear and definite of Fuding township city agricultural product quality safety information management system. Reviewing the relevant literature to generalize the foreign food(agricultural products) quality and safety supervision experience, and summarizing the current situation of agricultural products quality and safety information management system construction in Fuding city. Secondly, through investigation and evidence collection, surveying the 13 townships construction of agricultural product quality and safety information management system in Fuding. And using agricultural cleaner production theory, information asymmetry theory, information externality theory; From production,certification,testing,consumption and dministrative supervision and so on five key links to analyze agricultural product quality safety information management system’s three subsystems-agricultural product quality safety monitoring information system, agricultural product quality safety traceability information system, agricultural product quality safety emergency management information system. On this basis, this paper elaborates the system target layer, the specific concrete scheme, the lower layer framework, and the corresponding level evaluation index system and evaluation method. Finally, empirical evaluation the index system and evaluation method,and obtain the ranking of agricultural products quality and safety information management system’s construction and proposed how to enhance Fuding each township’s agricultural products quality and safety information management.The main results are:(1)using cleaner agricultural production theory, asymmetric information theory and externality theory and other relation theory to analyze the evaluation index of Fuding township city agricultural product quality safety information management level of construction;(2) using AHP technology extension method to evaluate the township of Fuding city the agricultural product quality safety information management system construction level of the Fuding township city of agricultural products quality and safety of construction of management information system; (3) put forward to promote the Fuding township agricultural product quality safety information supervision.
