At present,The agriculture of China is in a critical period of accelerating transformation from tradition to modernization.In 2018,the No 1 central document implemented the plan of rural revitalization.It must be solved talent bottleneck and strengthened the ranks of agricultural technical professionals.Rural agricultural technology extension service center is the basic organization of agricultural technology service in China.It had built and trained a number of rural agricultural technology extension service personnel team that is excellent professional skills,high ideological consciousness,strong innovation ability.It is basic and key elements of promoting the development of grass-roots agricultural organizations and agricultural and rural areas.As one of the representative cities of JiangSu Province,YangZhou insist on promoting agriculture through talent with the concept of development.It's promoting the construction of talent team in agricultural and rural areas.This paper studied the present situation of the construction of talent team of agricultural technology extension service center in yangzhou by interview method and questionnaire method.Based on the stakeholder theory and the theory of competency model theory,the competency model of the talent team is constructed from the six dimensions of working ability,professional skills,working attitude,values,knowledge structure and future development.The research showed that the construction level of the talent team of town agricultural technology extension service center is good.But this still need to be strengthened that is work capacity,work attitude,professional skills and knowledge structure.The results show that the amount of talent shortage and personnel distribution are not balanced,high-level personnel is less,the low level of overall,agricultural technology popularization mode is single,do not pay enough attention to innovation,service personnel is less chance of re-education.The main cause of these problems is the government support is not enough,national policy implementation does not reach the designated position,imperfect incentive policy,service personnel ideological understanding does not reach the designated position,extensive talent cultivation mechanism of chaos.Based on the above analysis,this paper puts forward some countermeasures: regular training and assessment of service talents;clarify responsibilities and establish incentive mechanism;improve the inspection and supervision mechanism;increase the total number of agricultural extension talents and improve the quality of talent teams;change management style and concept and raise awareness;cooperation with agricultural colleges and universities to introduce social talents;cultivate innovation ability and teamwork ability of agricultural technology extension talents;create a favorable external environment conducive to the development of high-level agricultural technology extension talents.In this paper,the main innovation point is building the agricultural technology extension service center personnel competency model and within the scope of helping farmers and agricultural technology extension service center personnel self-assessment two perspective.According to empirical evaluation,I put forward that working ability,professional skills and working attitude is an important factor affecting the healthy development of talents.
