As the development of the technology,complicated labor become more and more important in the enterprise,and demand higher competency for man.Man plays a more and more key role in the enterprise development.Therefore,the human resource management is particularly important.The human resource management capacity has been regarded as part of the core competitiveness of enterprises by the entrepreneurs,and has become the main power to achieve the strategy goal of the corporation.Human resource department has become the strategy partnership of the entrepreneurs.This paper based on the situation of CIMC,provide a tool to develop the competency of human resource managers in CIMC by building the human resource competency matrix.This paper firstly adopt many kinds of methods such as,literature search and analysis, structured interview,expert's panel discussion,etc.,collecting the competency items of the human resource matrix,then compile questionnaire,and conduct an extensive investigation.Based on the data of investigation,we get the six-factor model of human resource competency structure by Exploratory Factor Analysis,they are as follows:labor and employee relations,pay and welfare, employee employment,employee training,personnel management,soft ability.This paper has compiled competency rank standards by the means of data analyzing,benchmarking interviews and expert's panel discussion on the cooperation's strategy to judge the individual's competency level.This paper also explored the application of the human resource matrix in enterprise.The leaders can understand key competency of the human resource manager by the help of the human resource matrix;the employee can know their advantages and disadvantages by the help of the human resource matrix,and can help to give advice for the career planning;the company can analyze human resource management capacity gaps to provide first-hand information for the training needs analysis.
