Research Of Hunan Agricultural Technology Extension System Reform

The agricultural technology extension system played an important role in the development of agricultural economy. It was an important carrier for developing agricultural science and technology, and it was also a bridge and link which converts the scientific and technological achievements into productive forces. It was an agricultural extension body that provides directly agricultural technical services for farmers, and its roles were better than any other organizations and could not be replaced. However, there were a lot of problems which existed in agricultural extension system and confined perform of its functions and enthusiasm of the technical staff. For exploring the models of the reform and innovation of the agricultural technology extension system, the text elaborated the strategy of reform and innovation of agricultural technology extension system, through analyzing the present situation and mail problems of Hunan agricultural technology system.The paper first discussed the meaning of the agricultural extension, explored several main agricultural extension theories, described the functions of agricultural extension, introduced the main modes of agricultural extension at present stage, analyzed the process of development, institutional changes and team changes, and summarized history experiences and lessons. From the point of establishing institution and staff structure, the paper analyzed the status of Hunan agricultural technology extension system and found that there were some problems including undeveloped management system, deficient fund, low personnel quality, backward idea and poor safeguard mechanism existed in Hunan agricultural technology extension System. The paper discussed that the three main reform models of Hunan agricultural technology extension System. The first one was the regional station mode including several towns, such as Nan county and Liling county, the second one was the specialized station mode, such as Zhuzhou county and Dongan county, and the third one was the synthesis station mode, such as Yuanjiang county. Through analyzing the developing trends of reform of Hunan agricultural technology extension system, the author thought that the elements of the agricultural technology extension had more essential factors, extension modes were complex, and the relation between the agricultural technology extension system and agricultural research and teaching units was closer. There were several reform and innovation strategies stated in the paper. The first one was to speed up institutional reform of the county and township levels and to advance the building of grass-roots level. The second one was to increase investment and to improve capital efficiency. The third one was to establish and improve the personnel system and to improve the quality of the grass-roots agricultural promotion. The fourth one was to improve safeguards and to ensure its public service functions performed. The fifth one was to promote innovative ideas and carry out pioneering work in agricultural extension.
