Food is one of the most basic needs for human being, and is essentially the most important factor for survive. In recent year, we saw several major accidents in a row on food safety and quality. It has threatened public health, and also the economic development. Especially in this year, what happened for San Lu infant milk formula has coursed major public concerns on food quality and safety. Along the way, Chinese consumers have improved their knowledge on food safety, and increased their self-protection awareness. Food quality and Safety problem will draw more and more negative effects on society. Plus, we are forced to adapt stricter guild lines due to WTO. Because of all these reasons, Chinese government has paid great attention, which was never seen before, on perfect and strength our system to control and manage food safety. China is a country has the most population in the world. As a developing country, food exports occupied a consequential part of total Chinese economy. Therefore, food quality and safety issue has become increasingly important for the economy development. In recent years, our government took many steps to increase the control and management of food safety. For example, during this year's State Department organization reform, The State Food and Drug Administration were merged with Department of Ministry of Health. SFDA also started"Food Reassurance Program", setup a system of food safety market access and enforce the green food authentication process. At the same time, researches and discussions about food safety topic become broader and deeper. Some of the major issues are how to see the many parts of food safety problem from the past and current point of view, coordinate the relations between all the parties related to food quality and safety, setup a effective government supervise system to safe guard the food quality and safety, and make sure the issue of food quality and safety will be carried out correctly.This article, through the comparison analysis of food safety theories and practices both from domestic and overseas government, will sturdy the current situation of food safety in Changsha city, combine with the mentality of state government organization reform to think and design a food safety supervise system which will fit into Changsha's current situation. There are four parts in this article: first, basic theory of food safety and Government supervision from domestic, second, our country and foreign experiences, third, reform and exploration of Government Supervision system on food safety in Changsha, forth, research on improving and perfecting Changsha's Government Supervision system on food safety. This article started with the introduction of basic concepts for food safety, including the exact meaning of food safety, and the purposes and significances of Government Supervision on food safety issue. It analyzed our Government Supervision system from three different angles: the principle parts of Government Supervision, Supervision techniques, and Supervision system. Next, this article presented food safety supervision systems from US and Denmark; it also studied Beijing and Shanghai's model. Further, it researched the history of food safety supervision system in Changsha, plus its'current situation. The last, based on all the analysis, this article put forward thoughts and suggestions on building management system by addressed four issues. The first, setting up a Supervision system on food safety which is independent, impersonal, fair, maturity. The second, gathering all the testing and inspection resources for food safety and offering technical support. The third, improving current system and regulation on Government Supervision.
