Research On Supervising System In Construction Supervision Market Of Hebei Province

As a scientific management approach in construction industry in China, construction supervision system has been properly tailored to the Chinese construction market in the past two decades. It makes significant sense in terms of the economic system transformation and the international market exploitation. The supply and demand in this market are analyzed followed by the identification of the existing problems.(2) A comparative analysis mainly on the supervisor's professional position between home and abroad is conducted with reference to the relevant experiences in the construction supervision market of America, Britain, Australian as well as Taiwan and Hongkong.(3) Introducing the Principal-Agent Theory, the thesis explores the P-A relationship in our construction supervision system. The causes for some existing problems are found, such as asymmetric information, the incomplete contract and the uncertainty in the construction projects. The incentive-disincentive mechanism in the construction supervision system is subsequently proposed.(4) A model based on the Game Theory is developed to facilitate the construction supervision system, including the supervising model for the access to market and the supervising model for the operation of the projects.(5)The thesis gets a comprehensive understanding of status quo of construction supervision services in Hebei province and makes a deep analysis on the key issues in question. (6) The thesis recommends that it is reasonable in the process of improving the construction supervision system to make full use of the market mechanism, enhance the supervision effectives and guide the industry from regulating the subject behavior to cultivating the self-discipline and promise keeping. To be specific, it may involve the measures such as: expanding the supervision approaches from the only administrative approach to the combined package including economic control and legal means, accelerating the establishment of the credit system and the mechanism of the credit restriction and punishment, improving the supervision system of access to market, bringing the roles of the industrial institute and intermediate agency into full play, and applying the modern technology into the practice of the construction supervision services, etc.
