The Research On The Supervision In Telecommunications Industry-Based On The Principal-Agent Theory

The telecommunications industry is part of infrastructure facilities for a country's social and economic development. It is a nervous system for a country and a lifeline for a country's economy. At the same time, the telecommunications industry is an important indicator which measures a country's security coefficient.The supervision in telecommunications industry is a special form of the telecommunications administrative management. It is mandatory supervision according to law. The supervision in telecommunications industry is an important part of the national administrative management, by which the government standardizes the relationship among nation, telecom enterprises and consumers; by which the government manages the telecom activities and telecom market mandatorily.After the break of monopolization, the introduction of competition and the separation of the government and enterprises, with the fast growing of the telecommunications industry, it's a big problem for the supervision department to draft effective methods; arrange competition and cooperation relation among telecom operators; solve problems related to policy, economy and technology; maintain a continuous, steady and healthy development. In a word, the supervision in telecommunications industry is a top task which relates to the existence and development of China's telecommunications industry and the drive of national economic information.As the fast improvement of telecom technology and extension of telecom market, the telecommunications industry is growing continuously. But the question faced by the government is: how to supervise telecom market efficiently; how to set up supervision departments rationally; how to promote a healthy competition among telecom operators. So this thesis analyses these problems through quantity and quality.This thesis is based on game theory and principal-agent theory and builds a model of the supervision in telecommunications industry between principal and agent. After careful analysis, this thesis finds some useful methods to solve the problems above.This thesis is composed by six chapters: first, it discusses the background, content and achievements of the thesis; second, it introduces some theories and documents related to game theory and principal-agent theory; third, it talks the development and status of the supervision in telecommunications industry at domestic and aboard; forth, it analyses the problems of the supervision in telecommunications industry based on the model and theory; fifth, it points out several suggestions according to the analysis; last, it summarizes the whole thesis and puts forward some potential proposals.
