21st century is the era of information economy, in which human resource appears to be the most vital one to enterprises gradually. Whether the corporation could attain the competent and relatively stable human resource is decisive to the survival and development of the corporation in the society. Therefore, the human resource administration gets more and more attention from the corporations, and so does its strategic status. At this stage, large or small and medium enterprises are establishing or have established human resource department, hire professional human resource administrators, and set up a complete and scientific human resource administration system, in order to facilitate the development and administration of staff, and improve the core competitiveness of enterprises. However, it is never an easy job to construct a human resource administration system which exactly fits the actual development, and the main problem is how to effectively join the view of value, strategic goal and culture of the corporation with the administration system, which would be the personalized system in accordance with the character of the corporation. As a result, it remains an important issue in terms of human resource administration theory and practice, for now and the near future, that how to establish a human resource administration system fitting with the view of value, strategic goal and culture of the corporation, on the basis of current situation.Currently, most private corporations in China is experiencing a stage of"second venture", which are in the urgent need for the update or improvement of former human resource administration system, due to the fact that current human resource administration system fails to sustain the development of corporations at such an remarkable speed and in such an enormous scale. The research selects a typical representative of the situation, namely Chongqing MS Corporation, as a sample, to discover its problem and shortage in existence, and establish a human resource administration system adapting the situation of Chongqing MS Corporation with reference to domestic and foreign theories, based on the research about its human resource administration, in the hope that this could be helpful and referential to the struggle of breaking through the dilemma and bottleneck of development for numerous private corporations in China in aspects of human resource administration.
