With the market competition becoming more and more drastic, iron and steel enterprise is launching the revolution of the automation of the industry and the modernization of the administration, which is promoted by informationization and intelligentization. The intelligent method used to guide production is paid more attention by iron and steel enterprises gradually in the past few years. The cold-rolling production line has both discrete and continuous characteristics, whose process is complex. And, it has numerous devices and concurrent processes, which make the material allocation harder. Therefore, it is a very important problem to solve the cold-rolling enterprise's material allocation and develop a material allocation system.This paper studies the material allocation problem of the whole cold-rolling process in detail taking into account the production characteristics. A material allocation model is built which is based on the basis of production cost, inventory cost and shutdown cost. A connecting genetic algorithm is used to solve the model. The real practical production data from a cold mill of Shanghai Baosteel is adopted to make the simulation experiment and it is showed that proposed model and algorithm are effective.The development of material allocation system for cold rolling process is introduced in this paper, in which the algorithm written by C# is used. This system has been applied to the cold rolling plant in BaoSteel. The application result shows that the system can realize the material allocation balance in the whole production, guide the units' production planning more effectively, decrease the production cost, increase the production efficiency, optimize the unit's stock and reduce the working complexity of scheduling worker.
