Human resource becomes the most important resource on which enterprises try to secure competition advantage. Enterprises come to focus on talents to maintain their competition advantage and urge to establish effective internal management mechanism to promote its employee's competency. Therefore, based on situations they faced, enterprises can establish successful performance management mechanism as to improve their whole management. In this paper, the author focused on how to establish an effective performance management system.Performance management is an important tool of human resource management in modern enterprises. Nation-owned enterprises have known the notable effete on the competition ability of performance management, but in practice, there is much question and astray leading to bad results. Enterprises should analysis those questions and scan their intrinsic performance management system that sustains development.This paper starts with the theories of performance management, with the concrete practice of Liaoning Province Post and Telecommunication Engineering Bureau, designs a new performance management system according to evaluation and analysis on its original system and problems.First, the paper introduces the basic theories of performance management, expatiates and studies the meaning, contents, function, and constitution, objective, influence factors performance management system.By analyzing the problems and reasons in the existing performance appraise system for Liaoning Province Post and Telecommunication Engineering Bureau, it shows there is a great need for the company to re-design performance management system.Then use the method named Value Tree to make the enterprise strategy mission decomposed to every by select KPI, and use Direct Judgment to estimate the weight of index in order to ensure assessment emphasis. The last but not the least important is sign a performance agreement with every person, to achieve two-way communicate of performance objective and make personnel grow with enterprise.Effective measures for efficient implementation of the performance evaluation system are proposed. In a word, efforts should be made to ensure building performance assessment implement essentials, strengthening compensation and the problem appeared in running the performance management system, so as to improve the performance management of the enterprise.
