Human resource is the strategic resources and key factors of modern enterprise,which play a decisive role in the development of enterprise. Motivation is a basichuman resources management and is the most important functions, human resourcemanagement is one of the core to establish a scientific incentives. Incentives rungood or bad, to some extent determines the rise and fall of an enterprise. In China,the state-owned enterprises in the national economy status is extremely important,not only to grasp the lifeline of the national economy, but also entrusted with moreimportant responsibilities than any other economic entity. At present, with thedevelopment and improvement of socialist market economy system, to promotereform and improvement of human resource management incentives in China’sstate-owned enterprise, is the key to improve the enterprise management level, toenhance the competitiveness of state-owned enterprises and promoting China’sstate-owned enterprise reform. Therefore, how to improve the state-owned enterprisehuman resource incentives to enhance the enthusiasm and initiative and creativity ofemployees of state-owned enterprise, is important for China’s economicdevelopment.This article first based on the predecessors’ theory of incentives, combined withthe actual situation of China’s state-owned enterprises, proposed an analyticalframework of human resources incentives for China’s state-owned enterprises. Theframework is meant to analysis the ways of incentives affecting the human resource,which are divided into basic incentive motivations and core incentive motivations.Basic incentives including incentive compensation, mental stimulation andpromotion incentives, mainly played in the labor market to attract talent andshort-term incentive effect. Core incentives are mainly property rights incentives,mainly played a major incentive to retain talent, long-term incentive effect. And, forthe basic incentives motivation and core incentives motivation, we put forward theanalysis of several key dimensions of human resources for the state-ownedenterprises to evaluate the incentive mechanism.Next, select the case studies in North China Petrochemical Corporation, foundthat the basic petrochemical company in North China in the short run incentivesplayed a certain role, but there are still pay unfair and unreasonable, the welfareeffect is not obvious, single incentives, appraisal system is not scientfic, employees’ sense of ownership and belonging is weak. To solve these problems, not only thebasic incentives of its ongoing reform and improve, more importantly, through theestablishment of long-term core incentives for companies to give employees the rightto obtain the remaining co-operation and control, to achieve substantial, sustainedincentive effect. Joint property rights system is not only the basic direction ofproperty rights of reform in many state-owned enterprises, including North ChinaPetrochemical Corporation, but also the theoretical basis to guide the direction ofstate-owned enterprise human resource management incentive mechanism design.Finally, based on theoretical analysis and case analysis, give an overview ofcommon issues of state-owned enterprise’ human resource incentives and putforward corresponding countermeasures and suggestions.
