Photoelectronic industry, as one of the largest sunrise industries in the 21st century, are widely required in the fields of economy, society and national security. At present, all countries attach great importance to the development of optoelectronics technology and industry and have taken proactive measures to from a pattern of all-round competition. In china, the development of optoelectronics industry has been the most important aspect of the 10th Five-year Plan. Photoelectronic information industry, indentified as the priority development of the leading industry by Jilin Provincial Government, in recent years, based on the reconstruction of industry, this industry makes breakthrough in growth, however, compared with the developed provinces in photoelectronic industry, this industry is still in status of less in totals, loose layout, less achievements and less key enterprises.Changchun Institute of Optics, Fine Mechanics and Physics, Chinese Academy of Sciences (hereinafter referred to CIOMP),is the development base in the comprehensive study of China's first optical, precision machinery, electronics and computer application, but also the largest institute owned by Chinese Academy of Sciences (CAS), hailed as"the cradle of China's optical industry". In recent years, according the guidelines of"research results contributing to local economic construction"in new period made by CAS, CIOMP determined the developing strategic plan of"industry-university research". At present,"CAS Changchun Optoelectronics Industrial Park"has been the relatively concentrated group of photonics companies, which have advanced technology with independent intellectual property rights, involving precision machining, LED display, microelectronics, medical devices, lasers, etc. The top leaders in Jilin Province, Mr Han Changfu, Mr Wang Zuji, Mr Chen Xiaoguang, Mr Gao Guangbin and Mr Cui Ji, paid more attention to CIOMP photonics enterprise group and visited those enterprises successively and expected them to strive to make their enterprises bigger and stronger and contributes local economy. In 2008, the global financial crisis impacted on most manufacturing industries seriously, including CIOMP photonics enterprise group but not too much due to its smaller size, high technology. Crisis not only means risks, but also opportunities.This paper studies on development strategy of CIOMP photonics enterprise group through analyzing the advantages and disadvantages of CIOMP photonics enterprise and based on external development environment, internal development environment and SWOT.The author firstly analyzed on the external development environment of CIOMP photonics enterprise group mainly includes macro-environment, industrial environment and competitors; secondly the authors analyzed on internal development environment of CIOMP photonics enterprise group mainly includes companies, management and human resources and financial resources; thirdly, based on analysis on external and internal environment, the author analyzed on SWOT and summarized the advantages advanced technical basis, sustainable development strategy of the talents, support platform of enterprises, etc, disadvantages (less talents in management, less funds, less achievements, incomplete industrial chain),opportunities (important development industry, national encouragement policy, appreciate development environment new development chance) and risks ( weak competitive power, lower recognition and weak market-development strength);Final the author proposed the development strategic plan for CIOMP photonics enterprise group, i.e. (1) Development strategy mainly includes five industrial chains construction (high-power semi-conductor laser, micro-electronic equipment, LED, high-end medical inspection instrument and military used photoelectric product);(2) Innovation strategy, including technological innovation and service innovation;(3) Human resource strategy, including new concepts and systems, new culture and qualified personnel development;(4) Marketing strategy including market promotion consciousness and construction of sales group, etc.This paper intends to improve the understanding of the management of CIOMP photonics enterprise group on the exiting development situation to make best advantages and fight shy of disadvantages and win the competition, meanwhile, this paper determines the direction of development of CIOMP photonics enterprise group in the future and reduce the risks caused by different understanding on the developing direction.
