The performance evaluation is a basic tool in human resources management theory. When they are in the face of the changing environment and fierce competition from reform, the performance evaluation system plays a vital role at promoting the development of staff and sustaining development of enterprises. Therefore, the establishment of an effective performance appraisal system for electricity power enterprises is urgent and important.This paper reviews the related literatures at first, generalizes the theory development of performance evaluation and the actuality research in electricity power enterprises on performance evaluation. The paper bases on the analysis of several commonly methods of performance evaluation, combining the environment faced by electricity power enterprises and analyzing the problems and reasons existed in the system of performance evaluation in the electricity power enterprises. This paper proposes to build a performance evaluation system based on KPI about "strategic objectives, business processes, time,"-three-dimensional. At last of the paper, a case study on company A is given to test the validity of the performance evaluation system and shows my opinions on actualizing the performance appraisal system.This paper is different from the previous research on the electricity power enterprises, proposes the concept of building the system based on the four dimensions of the Balanced Scorecard -"strategic objectives, business processes, time," three-dimensional KPI performance evaluation system. The establishment of the dynamic KPI indicators and the performance evaluation system can make performance evaluation and development strategies of enterprise consistent dynamic. Optimizing the manual positions by increasing the important work relations and workload is suitable for power plants, and will be proved to have a certain practical significance.
