The schedule, quality and cost are three major goals of project management. In particular, the schedule management its the key aspect which a project succeeds in engineering project, how does well the project schedule management is a question which many enterprises urgently wait to be solved. Using the specialized project management tool and method is the foundation to raise the progress management level, but in massive construction enterprise, its application condition is not optimistic.C project is developed across region in a city of Shandong Province , its schedule management consciousness is light, the mode and method are backward, the system is not perfect, and the foundation of schedule management is weak. It has not the special schedule control personnel. Because the foundation is weak, it will bring the very tremendous influence to the project success. Therefore, the research to the C project construction progress is meaningful.In this article I use network planning technique, critical path-method to establish the progress plan, carry on the time limit and the resources overall disposition optimizes, establish optimization plan, thus it has laid the foundation which the project succeeds. Carry on the controlling on the new schedule control theory .The union monitoring method of cost and progress _ Earned Value Method is used to carry on the appraisals on the expense achievement and progress achievement. Thus it realizes to the progress dynamic control.This article applies the current theory and research technique in the project practice, taking the project 2003 as a tool, so the project managers at all levels can obtain the necessary engineering data rapidly, which provide support to decision-making. It reduce the work load and raise the work efficient greatly.
