In the recent years, the revaluation pressure of RMB is increasing and the price of raw material and cost of human resource is rising. This causes the pressure of cost in project implementation become bigger and bigger. It means the cost and schedule management in the project implementation have higher goal and requirement. Through the use of advanced modern project management theory and method, improve project efficiency, reduce project cost has become the main development direction of project managementBase on the project cost and schedule management, use Shanghai PMMA project which author participated as a research case, develop the project WBS structure and plan of cost and schedule, discuss to use the plan of cost and schedule in the project process as a starting point, combine with the actual cost and schedule, use earned value method to analyze and control the project implementation, provide the suggestion of optimization control method. The basic solution of analysis process is firstly to constitute a One-level and Second-level EVM system, which is combined with critical path of network plan, and evaluate and forecast whole project based on the EVM analysis report of projects. Hope it can improve the management of project, assure the project can be finished successfully and provide some useful experiences for the project in future.
