Earned Value Method (EVM) is a schedule-cost-combined performance appraisal method in international project management. It is widely used in international project management for its great successful application in enormous national defense project of American. This theory can be simply generalized that we can evaluate project implementation by the amount of money,and conclude simultaneously the performance of cost and schedule of project depending on evaluating the discrepancy of investment cost between plan and actuality.However, traditional EVM shows more and more deficiencies and limitations in intricate modern project management. It is mainly generalized that traditional EVM pays more attention to analyze whole project, but neglects performance and logical relationship of inner activities. On the basis of applied research in actual task, we make a study of EVM penetratingly, and then put forward a practical method Second-level EVM,which is combined with project network plan,so as to improve traditional Earned Value Method's deficiencies displayed in performance analysis and appraisal in program. The basic principle is firstly to constitute a Second-level EVM system,which is combined with critical path of network plan of sub-projects, and then evaluate and forecast whole project based on the EVM analysis outcome of sub-projects. Furthermore, in applied research for EVM, we found that the drawback in planning model in project management in China, which leads to the failure to put EVM into practice. Aiming at the drawback, this paper comes up with a resolvent.
