The Study Of Value Management Application In Government Investment Project's Investment Control

The value management theories comes from MILES, comprehensively analyses and evaluates the function level & the cost level through using the theory and technology of value engineering & value analysis, focally improves and optimizes the value system of target, and realizes the conversion of the value by organizing, managing, controlling and implementing the value system. As an effective management tool, value management is conducive for saving costs and enhancing the value of the project. Since a century of half, value management gets aggressive the application obtained to show the economic performance of with expansion also in the United States and countries around the world.In 1970's, as an exotic from western country, value management was introduced into China and penetrated into many industries quickly. In our country, value management had been sufficiently employed to design manufacturing products which bring forth a result with remarkable effect. But the research and application of value management seem to develop slowly in construction projects, and by now, there are few projects which contain systematically organized processes of value management research and application. As increasing the scale of China's infrastructure construction and investments of China's infrastructure construction year after year, how to effectively control the funds about government investment projects will become a concerned question. Based on these situations, this article tries to provide the canonical value management system of construction project through the theoretical study of value management and analyzing cases of construction projects. We aim at making people get a clear and right cognition for value management application in construction projects, in order to help promote the generalization of value management among construction project management.In this article, we choose to discuss the issue concerned in a combinative way of theoretical study and empirical analysis.The study steps in this article are comprised of issue presentation, problem-analyzing and solution of the matter. According to the value management's applying situation in engineering projects as well as the investment condition in our country governmental investment projects, the article elaborates the urgency and significance of value management applying in governmental investment project. Then based on the investment control's principle of construction projects and the theory of value management, with the value management system of construction projects for guiding, this article introduces the significance of applying the value management in governmental investment projects'various stages, points out general request and the main research object in various application stages, indicates the direction for the concrete application, and applyzes some mothes as well as the procedure. Finally, the article introduces the value management team of government investment projects, and elaborates how to organize and run the value management team. Through these cases, we can appreciate something that it is very important for enhancing the value of construction projects that how to build a efficient team.
