With the era of technological innovation and rapid economic development,the traditional contract(DB)project management mode can not meet the actual needs of the owner.In order to save investment,improve quality and efficiency and shorten the construction period,the organization mode of construction project has begun to accelerate the transformation to EPC general contracting mode.At present,the environment of the national general contracting system is not mature,and the management ability of the project company is mixed,which is prone to the problem of out of control of EPC project investment management.We must scientifically use modern management theories and methods to comprehensively improve and optimize EPC project investment management.On the basis of clarifying the research background and significance,this thesis reveals the problems and impact of the current EPC project investment management and control of city a tourism investment company through typical cases.Based on the relevant theories of engineering construction project investment management and control,combined with the characteristics of the company’s project management,this thesis carries out extensive research,determines the main causes of the problems and makes in-depth analysis,and finally combines theory with practice,Put forward targeted investment control improvement plans and formulate safeguard measures.At present,a city tourism investment company has some typical management problems,such as inaccurate investment estimation of EPC project,mismatch between general contractor and project management needs,and frequent out of control investment events during project implementation.Using the methods of literature analysis,field research,semi-structured interview and case analysis,this thesis studies the current EPC project investment management and control system of the tourism investment company,and systematically analyzes the deficiencies of the company’s EPC project investment management and control at multiple levels.The key reasons are: insufficient attention to the preparation of investment estimation,unreasonable bid evaluation methods of EPC project,imprecise general contract terms,and insufficient supervision and restriction on the general contractor in the implementation stage.On this basis,starting from the main points of EPC project investment process management and control,this thesis puts forward scientific improvement schemes,including standardizing the preparation process and audit mechanism of EPC project investment estimation,increasing the matching degree between the general contractor and the EPC project,improving the quality of design results based on PDCA theory,and strengthening the management of the general contractor based on dart mode.At the same time,it provides guarantee for the final implementation of the improvement scheme from four aspects: strengthening consciousness,improving system,organizing manpower and information platform.Based on the perspective of government platform company,this thesis aims to study how to do a good job in EPC project investment management and control from the perspective of project management,and gradually solve the problems at this stage,so as to continuously improve the efficiency of state-owned fund management and use,and promote the overall transformation of the company from project construction and operation to internal management.At the same time,this study can also provide some practical reference for the same type of local government platform companies to establish and improve the project investment management and control system.
