The Empirical Study On Agent Construction System Management Model Of Government Investment Project For Ling-yi Square In Xi'an Software Park Project

Government investment's fixed asset project occupies the national economy the proportion to increase day by day in the recent years. Along with the project investment's explosive growth, the shortcomings in managements, such as invests out of control, high management cost, low management specialization level, and corruption, etc, also receive social and public's close attention. In order to solve these problems, our country while is consummating the government investment decision-making and supervisory mechanism unceasingly, is also exploring the more effective government investment project management model unceasingly. Agent construction system, which is the product of government investment project management model reform, arouses widespread interest and the warm discussion from its birthday.The Contents and characteristics in government investment project management and agent construction system are analyzed by using literature and qualitative analysis, empirical researching, etc, based on the theoretical foundation of government investment project agent construction system, and the project management characteristics are summarized and analyzed by inspecting the government investment project management model in the developed country such as US, Britain, Japan, Germany, etc. Then, the typical models in Beijing, Shanghai, Shenzhen and Chongqing in which the agent construction systems are firstly implemented are analyzed and compared, and the empirical researches for our country government investment project management agent construction system are carried on by unifying the situation of Ling-yi square project agent construction in Software Park, Xi'an high tech zone. And the running of government investment project agent construction system in our country are analyzed by using AFD (AHP,FUZZY,DEA) synthetically assessment system. Simultaneously further analyzes the superiority and the existence insufficiency of government investment project agent construction system according to the assessment results. At last, the countermeasures are proposed to consummate agent construction system, which could be used as certain reference for further analyzing and researching government investment project management model.
