With the rapid development of Modern communication technology and computer technology, competitive intelligence runs into new challenges. More and more enterprise managements pay attention to the high-quality competitive intelligence staff. Based on the future trends and the development of enterprises, competitive intelligence has become one of the four important elements following products, funds and human resources, which contribute enterprise's core competitiveness. It's the demand of the development of enterprise and competitive intelligence industry to emphasize the competitive intelligence staff for.The quality of competitive intelligence staff doesn't come along with the rapid development of Chinese competitive intelligence industry. And competitive intelligence staff is the key to the success, which determines the quality of competitive intelligence. The competitive intelligence staff has their own backgrounds, and new technology, new theories, new methods come up. Most of Competitive Intelligence staff has narrow knowledge structure, and low quality. It is hard for them to adapt to the requirements of the times. The qualified competitive Intelligence staff should possess management knowledge, intelligence knowledge, legal knowledge and flexible communication and coordination skills, and good foreseeing ability, They also should be familiar with the technology, and follow the development, and constantly update their knowledge. That is the only way to adjust to the competitive environment of increasing demand.This paper divides Competitive Intelligence quality into basic quality and professional quality in accordance with the functions of classification, based on the competitive intelligence workflow. Through the survey on intelligence experts, competitive intelligence professional staff as well as competitive intelligence serving workers by a variety of research forms, and previous studies on Competitive intelligence, we establish the quality evaluation system of the competitive intelligence staff. And then we inspect the Indicators of competitive intelligence staff in accordance with the importance and regular two dimensions by Chebyshev Theorem, furthering its completeness and applicability. We evaluate the competitive intelligence staff five large state-owned enterprises in Jilin Province in fuzzy comprehensive evaluation and Analytic Hierarchy Process methods. In this process of empirical simulation, we found the weak links of competitive intelligence work and the relative knowledge deficiency of the staff, and propose some suggestions through deep analysis, such as training competitive intelligence staff, regular examination in enterprise, the constant improvement of the relevant laws and regulations, and a good environment.This paper tries its best to complete the quality evaluation system of competitive intelligence staff. Its development enhances the theoretical basis. It tries to build a better competitive intelligence indicator, and looks for a followed model for the quality evaluation of competitive intelligence staff. It proposes to promote the continuous development of Chinese Competitive Intelligence and enhance the professional quality of the backbone in the competitive intelligence industry.
