| The seed is the most basic and important agricultural capital goods, the significant carrier of the agricultural science and technology. Breeding is one of the main fields of modern biological technical application which take gene engineering as the core. However, the constraint of long-term planned economic system has influenced the development of the seed industry seriously, restricted the fast and steady increase of national economy to a great extent. Under the economy transition background, especially under the great environmental condition that our country has already joined WTO, various kinds of social economic questions which caused by the lag behind seed industry are more and more outstanding. The seed industry has even already become the important link- "pulling one hair and move the whole body"in national economy. So, how to standardize the seed industry, advance it for the fast development and promote its international competitiveness is an important problem demanding prompt solution.The paper consists of six parts. The introduction part, summary of the whole paper, puts forward the question and explains the study method and frame systematically. The second chapter attempts to hold the development rule and trend of seed industry accurately through reviewing the development history, describing the current situation, applying and analyzing the system variance theory to confirm the development direction of seed industry theoretically, at the same time, provide the logic way of thinking and lay empirical foundation for later chapter. The third chapter carries on the analysis on the domestic and foreign seed management system. There are three popular seed management pattern nowadays in the world according the "Seed Law" affirmed by developed countries. The present management system formed on the basis of law issued jointly by the state council, all levels of local authorities, ministry of agriculture and the relevant administrations. Since 1995, although the local authorities carried on the large scale adjustment and the reform to the seed management system, the contradiction of the management system became more protruding with the development of economy and objective environment on which seed management system rely for existence, and to some extent it became an obstacle in seed industry development. Meanwhile, chapter four analyzes the present development and trend of seed industry abroad. In the developed countries, seed industry has become mature after years of fast development, which exerts a profound and wide influence on seed industry economy within the worldwide and provides reference for our country's seed industry. Chapter five deeply discussed the existing problems of seed industry and its current situation. With the enforcement of seed law, our seed industry has been developing in a fast speed, which makes a great contribution to our agriculture. But in comparison with the developed countries, seed industry in our country lags behind. Despite the development in recent years and achievement in seed market, there is still a gap between our seed industry and international corporations. The sixth chapter puts forward a proposal on tactics of seed industry development, and theoretically ascertain the direction of Chinese seed estate future development. With the development trend of economic globalization, China's seed industry to enter the market, to participate in international competition is the general trend. Faced with powerful transnational seed industry group competition, the development of our seed industry is the issue that all business operators have to face up.China, a big agricultural country, is the second seed market in the world only next to the United States. The seed market gradually becomes a focus of international seed industry. But our agriculture falls behind over a long period of time, species improvement innovation, application and protection are not paid too much attention to, and the present situation can't meet the desperate need of social demand. Thus, technology innovation as well as system counterpart is badly in need. Cultivating new strains, introducing different varieties are necessary to improve the quality of seeds. Only I this way can we enhance the seed industry. |
