Studies On The Development Of Seed Industry In China

The seed is the most basic and important agricultural capital goods, the significant carrier of the agricultural science and technology. Breeding is one of the main fields of modern biological technical application which take gene engineering as the core. However, the constraint of long-term planned economic system has influenced the development of the seed industry seriously, restricted the fast and steady increase of national economy to a great extent. Under the economy transition background, especially under the great environmental condition that our country has already joined WTO, various kinds of social economic questions which caused by the lag behind seed industry are more and more outstanding. The seed industry has evenalready become the important link--"pulling one hair and move the whole body"in national economy. So, how to standardize the seed industry, advance it for the fast development and promote its international competitiveness is an important problem demanding prompt solution. And this is the start of paper.The paper is divided into six sections. Sections 1, introduction, puts forward the question and explain the study method and frame by the numbers, which is the summary of whole chapter. We may know ups and downs with history as lesson. Accurate understanding in history is helpful to hold future correctly, because the running orbit of things often has the inherent regularity and gradual progress direction. Section 2 attempts to hold the development rule and trend of seed industry accurately through reviewing the development history, describing the current situation, applying and analyzing the system variance theory. Confirm the development direction of seed industry theoretically, at the same time, provide the logic way of thinking and empirical foundation for later chapter. Section 3 discuss abroad especially comparative developed country's seed production development experience, compare the different point and similar place in their develop process. Then conclude the experience which benefits for the seed industry development of our country, so provide reference for our country's seed industry. Section 4 mainly uses such a lot of models as diamond theory, etc., further investigate the international competitiveness of the seed industry of our country, uses system economics theory to discuss the system improvement of seed industry in terms of government and enterprise separately on this basis. Section 5 use the game theory method to analyze government,enterprise and rural household's cooperative problem in the course of meeting each interests demand in the industrialization of seed on the whole, then especially explain their role and work in terms of government and enterprise separately. Section 6 analyze the foreign trade situation of Chinese seed industry at first, then point out the new characteristic and problems demonstrated in the development of Chinese seed industry in the economic transition course, on this basis, propose the develop way and trade policy under WTO frame, and provide the realistic choice of Chinese seed industry combining with the domestic and international economics development trend.The paper attempts to make new exploration in the following aspects on the basis of domestic and international preliminary research.(1)There is less scientific paper and monographs relevant to the seed industry at present in our country. Many studies are short of systemic analysis. The system research regarding the seed industry as a whole research in terms of technological economics is scarce. The paper accurately holds the historical orbit of Chinese seed development, uses the international experience for reference. On this basis, study the development of Chinese seed industry deeply under the process of marketization and internationalization.(2)Agricultural technological innovation and system innovation are the result of the natural resource and the market demand change. The development of seed industry needs system innovation so that promote commercialization shifting of breeding technology and structural adjustment. Commercial breeding embody the discipline of market drive, legal management and self-discipline, take market demand as the direction of cultivating the new variety, reform operating mechanism according to law on the market. The paper has carried on deep discussion with the view of technological innovation economics, put forward the primary condition and implement strategy of Chinese breeding technological commercialization shift.(3)Seed industry, as important component of agriculture and agricultural product, make important contribution for China's agricultural economic development, increasing peasant's income and shaking off poverty, etc. Under the background of liberalization of trade, whether the seed industry and domestic market will suffer from impact or not, and whether it has advantage and international competitiveness or not, which is the subject concerned by many scholars. The paper use the game theory method to analyze government, enterprise and rural household's cooperative problem in the course of meeting each interests demand in the industrialization of seed on the whole, then especially explain their role and work in terms of government and enterprise separately. Combining the bac round of economic integration and agricultural internationalization, the paper point out that our government and enterprise should promote the "Go-Out Policy strategy", which is the trend and inevitable choice of Chinese seed science and technology.
