Study On The Exploitation Of Rural Manpower Resources In Hunan Province

Under the background of the great historic task of construction of new rural areas of socialism our party leaders clearly advocate at the Fifth plenary Session of the Sixteen CPC Central Committee. Hunan province located in the middle area of China with large number of agricultural population and. guided by the thoughts of tasks, exploits the rural manpower resources actively and effectively, raise the quality of it in order to cultivate the peasants who are educated, skillful and manageable. Consequentially, it accelerates transferring of the labor force from rural areas to urban counterpart as well as increases the rate of urbanization .As a result, exploitation of rural manpower resources plays a directive and practical role in realizing the strategic objectives of development of rural economy and agriculture(planned in The Eleventh Five-year plan of Hunan province) and the counterpart of China Central Rising .The paper firstly makes study of the theory of human resources,human capital,exploitation of human resources,exploitation of rural manpower resources, which place a theoretical foundation on the writing .. Secondly it mainly analyzes the status quo of human resources through which you will discover existing problems in exploitation of rural manpower resources—lagging behind of development of rural health care ,imperfection of education system, lacking of attention to cultivation of rural technological talents and incapability of transferring of labor force. Thirdly, it makes a comparison on experiences of exploitation among western countries, such as the U.S ,France, Germany and Japan , and obtains some inspiration, including:(1)paying much attention to the cause of training of rural education(2)strengthening the construction of institution of rural education(3)developing highly the vocational and adult education(4)adopting the mode of cultivation combined by schools and businesses(5)implementing the certification of qualification of technique .In doing this ,it performs a referential part in the strategic measures of rural manpower resources Finally, from the angle of systems engineering of human resources and on the basis of western successful experiences ,this paper puts forward a strategic plan according to current problems ,e.g. four basic model of exploitation :security-oriented model, education and training-oriented model, policy direction-oriented model and transferring of labor force-oriented model as well as four specific strategic measures—intensifying system constructions of rural health care, establishing ,improving the policies relevant to the exploitation of rural manpower resources, accelerating system construction of rural education and industrializing the exporting of labor force.
