The Zhoukou city is a big agricultural city with a population of up to ten million, of which 80 percents are in rural area. The large number of rural labor force ranks first in Henan province. Generally speaking, agriculture base of Zhoukou is weak, the industrial economy is under-developed, science & technology and education level is low. In other words, it is a typical backward city primarily based on agricultural production situated in the middle of the province. Due to the large number of rural population, the problems related to agriculture, rural areas and peasants are obvious. The large number and low level of rural human resource has presented a barrier to the development of rural economy and modernization of agriculture in Zhoukou. How to solve this problem and change the backward situation? This article holds that only by exploiting the rural human resources and improving the farmer quality to turn the inferiority to superiority can the modernization construction achieve substantive progress.This article uses the experimental analysis and the case investigation to probe into different levels of rural human-resource exploitation. Based on the data and materials obtained through investigation and through the comparison with management mode of rural human resource in developed nations, feasible approaches fit for our country are to be discussed. The structure is as follows: The first part is mainly introduction, mainly dealing with the background of the paper, summary of the present research situation, the research thinking-way and method, the structure and the possible innovation and the insufficiency. The second part is mainly the theoretical basis of research into the countryside human resources development, including related concepts of countryside human resources, a brief introduction of related theories and the significance of exploitation of rural human resource. The third part is mainly the analysis of present situation of rural human resources exploitation in Zhoukou city. including the characteristics of rural human resources in Zhoukou, basic features of the rural human resources exploitation in Zhoukou city and the transfer and exploitation of rural human resources with the characteristics of Zhoukou.The fourth part is the main problems and causes existing in the exploitation of rural human resources, including the problems and the direct and deep-level factors leading to the formation. The fifth part is mainly about the counter-measures and advice to enhance the exploitation of human resources in rural areas of Zhoukou City. Based on the investigation and analysis, related countermeasures and advice are put forward to enhance human resources exploitation in the rural areas of Zhoukou city.1. To make the goal clear and strengthen the principles. The overall thinking-way and goal both in quantity and quality should be made clear. Basic principles of exploitation of rural human resource should be strengthened to highlight the principles of integrity, practicality, advancement, multi-level and development.2. people first, and must be guided .The strategy of exploit of rural human resource need government and farmers participate in together, especially it is satisfying to the farmers. The key is that government should respect the farmers' will. The government have only hearing the farmers' opinion, respecting their will, showing solicitude for them to realize mobilizing fanners attending the item.3. Farmers establish new production concept. To strengthen the sense of "produce for profit" and the sense of "business industry," the sense of opening up, and the sense of "win though knowledge" ,cultivating learning, knowledge-based contingent of farmers.4. To promote the development of Peasant organizations and expand the space for the exploitation of human resources in rural areas. Professional agricultural enterprises should be established and organizations such as rural cooperatives and other professional associations should be fostered to expand space for the exploitation of human resources in rural areas.5. To innovate paths and approaches. Laws and regulations about exploitation of rural human resources should be fixed to promote the normalized operation of exploitation behavior. Macro-control and policies must be strengthened to put the rural human resources exploitation and transfer into the plans of development of both society and economy, the market reform of rural economic systems must be further promoted. Factors like capital and land should be further pushed to the market. Basic training systems of rural human resource exploitation must be established. Brand of labor force must be set up for the enhancement of competitiveness for labor force export. Cooperation and development between different rural regions should be encouraged. A system of performance evaluation of dynamic goal management should be established.
