The Exploitation Of Rural Human Resources From The Perspective Of The Construction Of New Rural Areas

When the economy and society of our country develops fastlytoday, the development of our countryside lags behind obviously. Our paytyhas put forward a historic task of the construction of new rural areasof socialism in order to solve this problem in new age. We must exploitthe manpower resources to realize this historic task. The domestic andforeign facts have shown that the exploitation of mampower resources iscrucial to develop production forces, which is the way of strengtheningour country and the fundament of enriching people. Developing humanresources of rural areas to cultivate newly excellent peasants with highquality is an important measure strategicly, which can promote theconstruction of new rural areas of socialism.This thesis analyzes the status quo and existing problems of humanresources of rural areas under the background of the construction of newrural areas of socialism and explores the strategic measures ofexploiting rural human resources in systematology, which aims atconstructing Chinese characteristic theory of developing countryside manpowerresources to provide some theoretical conduction for practise.The development of rural human resources is a systematic engineering ofsociety which refers to many factors such as government,organization,market,cultureand so on..It mainly utilizes educational ways,training,emigrant ways,health care andso on to enhance the total quality of rural human resources.At present,thedevelopment of rural human resources is of importance extremely to construct newrural areas of socialism.But now developing manpower resources in countryside isfaced with many unbeneficial factors,such as the lack of governmental leading,thedeficiency of system,the blocks of industries and market and so on because ourcountry is a developing one.China should make the strategy of exploiting manpowerresources wholly and systematically in the hight of specific conditions of countryside in order to develop rural human resources better.The strategy makes thecore of strengthening the construction of party, the key of carrying out the correctpolicy of population,the importance of transferring surplus labour force ofcountryside,the guarantee of supplying good system,the base of improving ruraleducation and train a large number of new peasants of socialism who have acommand of knowledge,can use technology skillfully and do well in management,which propels the construction of new rural areas of socialism.
