Establish and improve social security system which according to the development level is the demand of the harmony society,it is also the significant guarentee of the stable society and the peaceful country.China is on the process of setting up socialism market economy system already recognizantd the essenciality of social security establishment.Nowadays,governments not only pay more attention to the establishment of social security and also involve it into the people's livelihood, even take it as the first thing of people affairs.Through constantly innovation and exploration,especially in recent years, the scheme of social security already formulated,and maded it adapt to socialism market economy,its primary coverage is social insurance and lowest living ensure, including pension,medical insurance,unemployment,working injury,etc.In China,good social security system is the pillar of socialism market economy, closely relate to the whole sitiation including innovation,development,stable environment.One of the most important task of socialism market economy is to establish and perfect social security system and make it equally.It is also essential to formulate harmony society and realize relatively comfortable life.But since our social security started late,and now it is the key period of innovation and development,so much difficulty exist.Low polling level is the main problem lieing in our social security.Suffering the impact of area economy,development of society,the implementation of policy and regulations,we have complicated development of insurance in different area,people enjoy different interest,so the fair socail security is not play the role.For social security which use economic method,it depends on the development level of the coutry or the distrct.In detail,its restrict performs as below:first,it limit the scale of social security,take developed countries as example,since they have strong background of economy,they have builded integrity social security and welfare system.But for developing coutries,they still lack social security because of the backward economy;Secondly,it is also determines the standard of social security,the situation of economy and social security has the same developing trend;Third,it constrains the policy of social security,efficency first will restrict social fair,on the other side,these two factors develop together and harmony will favour of the social security helthy.So,we could say that economy and social security promote and restrict each other.That indicates use resource efficient,share burdan and interest appropriate is very important.In this essay,I emphasize on analysing how the economy and social development influence the social security,researching on the district gap and equally social security realization.Via list and analysis datas,find out how the geography,cultrure,politics and environment effect jilin province.Jilin province has 9 cities,after compared,we found there exist a big gap among these cities,so people enjoy unbalance security level,and that bad impact social security seriously.The main performance is constrain the logical flow of human resourse, aggravate area finance supply and demand distance,and what's more is enlarge the gap of economy and society among different area.This way in the long turn, rich will be richer,and poor will be more poor.The mare reason of social security closely relate to district gap is the low pooling social security.Low pooling social security,not concetrate fund management,week power measure,thin ability of avoid risk not only limit the social insurance function but also make transmit difficult.It is hard for social security to implement fluently.View from interaction,negative impact of social security will also effect the area economy development.It performs as several aspects:one is big distance of fee rate will influent the fair competition of corporations and other organizations in province and the nationwide,then effect the establishment of mordem corporation system and company innovation,it will even form "Matai Effect" in the long turn.If keep widening the gap,it will unbalance the social security and hinder the set up of harmony society.Take 9 cities of Jilin province as carrier,I detailed analyse the gap,try to fied out the effect that consummate social security act on shorten the district gap and promote economy development.Proposed several suggestions to raise social security level,and enhance ability.Wish to perfect national social security step by step,promote harmony society establishing.
