Since reform and opening up, with a large number of the rural population and labor force transferring to urban areas, how to effectively allocate the surplus agricultural labor force is the bottleneck in the rapid development of China's industrialization and modernization. To solve this problem, hundreds of millions of surplus agricultural labor force must be gradually moved to non-agricultural industries. However, the transfer of surplus agricultural labor forces cannot be achieved overnight. The key is to staff farmers with competitiveness in cities. But the fact is that hundreds of millions of farms have no skills and low quality, which is not consistent with industrial upgrading, product upgrading and the requirements of increasing rural surplus labor force. Although "Shing Mun" is basically loose, yet it is not difficult to imagine that the unfair starting point will yield a fair outcome and that farmers who stick to their homes for generations and have been used to the"Loess modes"will find it hard for them to adapt themselves to the city's top job competition. Coupled with the long-term formed dual economic system, such as the social security system, the division of labor market, the household registration system, it has also hindered the transfer of the labor force.The paper will systematically study the existing problems, its solutions and countermeasures to the movement of rural surplus labor force in Jilin Province from the perspective of human capital. So it chooses the movement of labor force in urban and rural areas as its research object in the development of dual economy, the decision-making behavior of the transfer of individual workers (the motives and influencing factors of the realization for the transfer of employment) as its research focus, and the decisive factor (economic costs and economic benefits) as its core and tool.The paper consists of six sections: Part I introduction; PartⅡtheoretical analysis; PartⅢanalysis in light of China's labor transfer situation; Part IV and Part V Jilin Province as an example to empirically analyze the reasons for the movement of labor force, the transfer motives and the net income of transfer; PartⅥconclusion and relevant policy recommendations.The first part is introduction. This section provides a brief introduction to the background for the topic, researcher object, research methods, relevant theories and concepts, research ideas and paper structure.The second part discusses the theory of the transfer of rural surplus labor force and the theory of human capital. From the "push -pull" theory of Donald Borg to the creation of human capital theory of Shultz made in the course of transfer theory, "cost an income", it systematically reviewed and commented on the motivation of movement of rural surplus labor force and the classic exposition on cost-benefit proposed by foreign scholars, which will be the basis for the whole article.The third part applies development economics and labor theory of the transfer to make detailed analysis of the characteristics of the movement of labor, studies all aspects of the factors which influence the movement of labor from the perspective of investment in human capital, and the interactive relationship between the investment in human capital and demonstrates the movement of rural surplus labor force theoretically and empirically.The fourth part makes an empirical analysis on of the human capital of the transfer of the surplus labor force in rural areas in Jilin Province. First it introduces the investment income of transferred labor force and the model for the investment of human capital, and then calculates the net income of human capital of rural surplus labor force based on the surplus rural labor force survey in Changchun.The fifth part makes a quantitative analysis on the factors which influence the net income of the transfer of rural surplus labor force in Jilin Province. This part analyzes the factors which affect the investment in human capital and incomes of farmers and how it influences the net income.The sixth part makes the conclusion of this paper through in-depth study of theoretical model and a wide range of empirical analysis. So the main conclusions of the paper is that firstly, rural surplus labor force is in a weak position in the job market and work field because of the highly dependence on the wage income; secondly, the great disparity in the net income of rural surplus labor force is caused by the preferences for geography in the urban labor market and gender, thirdly, in the process of the transfer of rural surplus labor force, there is an obvious differential effect between human capital and net income.
