Since the initiation of Chinese economic reforms in 1978, the retailing have also become one of the most changeable and activity businesses in Qiqihar. However, when our country is trying to change the planning system to market-oriented system, a lot of problems turn out for the retailing of Qiqihar. For example, the scale of the enterprises is small and the measures of management and the techniques adopted in the enterprises are low. In addition, they are also facing unprecedented challenges and opportunities because of the influence of China's entering WTO, electronic commercial affairs and economical globalization. Therefore, there are still many aspects demanding improvement in theory research and practical operation for the retailing of Qiqihar, especially in the research about strategic choice of the retailing of Qiqihar. Enterprises success is increasingly tied to their ability to craft and implement effective strategies. There is a demonstrated link between enterprises'strategic choices and their long-term performance. The benefits accrue when enterprises that enjoy a substantial competitive advantage over their rivals typically have a better grasp of what their customers prefer, how they can create value, who their competitors are, and how they behave.This thesis starts with the point of view. It attempt to discuss the strategic choice of the retailing of Qiqihar by using the way that uniting theory and practice, combing static state with dynamic state. First, it makes systematic analysis and comparing analysis about the current developing condition and the problems existing of the retailing of Qiqihar. Then, it looks at the importance of changes in the retailing'external strategic environment– driven by economic, political, and sociocultural change. Finally, the thesis tries to raise the principle that the retailing of Qiqihar should be followed when they choose the developing strategy, and on the basis of the analysis above, it proposes the overall developing strategy objective and the basic developing strategies, and the means which can ensure then be implemented.
